In July 2016, Forthnet, a Greek telecommunications company, signed a Cooperation Agreement with China Telecommunications Corporation equipment maker ZTE Corporation to develop a high-speed network in Greece. The agreement followed the visit of the then Prime Minister Alexis Tsipras to Shanghai. A year later, in May 2017, Forthnet and ZTE Corporation teamed up with two other Chinese companies, Shanghai Gongbao Business Consulting and KaiXinRong Group, to fund a fibre optic network in the country. The Chinese companies were willing to invest up to 500 million euros for the project.

In 2017, Lager, a private company from Bosnia and Herzegovina, signed an MoU with China Energy Group for the construction of the Kamengrad Mine and Thermal Power Plant. The project is estimated to cost 500 million euros. Local authorities, as well as citizens, oppose the project. Meanwhile, Milenko Basic, the owner of Lager, was arrested in Bosnia and Herzegovina and extradited to Croatia’s request for corruption charges.

In 2015 Bosnia’s Federation entity-controlled coal mining company Banovici, RMU Banovici, signed a contract with China’s Dongfang Electric Corporation to construct a 350 MW thermal power plant. The project, estimated to cost 412 million euros, was to be 85-per-cent financed by several Chinese banks, led by the Industrial and Commercial Bank of China, ICBC. The project has stalled since.

Chinese infrastructure company Sinohydro Corporation is building the Ulog hydropower plant in Bosnia and Herzegovina for the UK-based project developer, Energy Financing Team. The project is valued at 70 million euros. Environmentalists say the project is endangering the nearby river and  ecosystem.

Chinese chemical giant Yanggu Huatai singed an MoU pledging to build a sulphur factory in Serbia. The investment is worth 30 million euros, reports SeeNews, citing Serbian government officials. The chemical plant will be located in Zrenjanin, northern Serbia, and it will supply raw materials to a tyre factory belonging to Chinese car parts manufacturer Linglong, currently under construction.

According to the announcement, the project should include construction of a new underwater coal mine and thermal power plant with an estimated capacity of 700 MW installed power, to be located near Kovin, in Serbia. China Huadian Hong Kong Corporation is the second Chinese company reportedly interested in the project and cooperation with NIS Gazprom. There is no official information on the project development.

The project represents the completion of the bypass around Belgrade. The length of the section is 31 km in the full profile of the highway from the settlement of Bubanj potok to Pancevo, including the combined road-railway bridge over the Danube. Negotiations are underway with the companies Power China (Sinohydro) and Azvirt for the signing of a Commercial Agreement for the continuation of the preparation of technical documentation and execution of works.

In November 2015, Montenegro and Albania signed a MoU with China Pacific Construction Group, CPCG, to build a 1.4-billion-euro express highway between Montenegro and Albania - the Adriatic-Ionian motorway. The then-chairman Yan Jiehe announced that the construction of the 280-kilometre link would begin in the second half of 2016 and finish in 2018. A MoU was signed for a period of 18 months but could be extended with the consent of signatories. Local media reported in June of this year that the ministry for capital investment anounced that the average estimated value of the highway project along the Montenegrin coast is about 13.2 million euro per kilometer.

The purchase of the Ikarbus bus factory by the Chinese company Jinlong Machinery and Electronics was announced in 2019. According to the Ministry of Economy website, however, Ikarbus has not been sold yet.

On November 2019, Montenegro’s power utility EPCG anounced they gave a 54-million-euro job to a consortium led by China’s Dongfang Electric International Corporation to refurbish the country’s only coal-fired power plant in Pljevlja and reduce its emissions in line with European Union standards. The Chinese company, which is part of Dongfang Electric Corporation Ltd., will carry out the project that is due to be completed in 2023. The Dongfang-led consortium also includes Montenegrin companies Bemax, BB Solar and Permonte. Blazo Djukanovic, the son of Montenegrin President Milo Djukanovic, has a 50 per-cent-share in BB Solar. The main concern is the cost-effectiveness of the project.
